okay. the only way to lift the brown out of your hair is to bleach it. "normal" people shouldn't bleach their hair at home more than one-two shades. so having lighter hair is a good thing for you.
get a bleaching kit, not blonde hair dye, because that isn't going to lift the color out of your hair. I don't bleach my own hair often so I'm not sure the best brands. Try going to Sally's and asking them.
if your hair has any red tones in it at all you're going to have to get some toner, also.
so go home and bleach the section that you want blonde and then deep condition it, cause bleach is harsh. ask yourself if it is as light as you want, if not bleach it again in a week (or maybe 3 days if you're impatient .. but condition it a LOT).
once it's as light as you want, you want to get rid of all the oranginess/brassiness. so tone it. and deep condition it again. keep toning until it's the pretty blonde shade you desire. and i can't stress this enough: CONDITION CONDITION CONDITION.

edit: however, i do recommend you seeking professional hair help. i know they're a lot more pricy than just going out and doing it yourself, but they're a lot less likely to screw up than you are.

if you want your hair to be funky and modern, dye only the bottom layer, like you were going to. i was going to dye mine red, because i heard that you could dye your hair with kool-aid. it actually worked, but it wasn't as red as i wanted it to be. =/

Oh my god! Please don't use boxed bleach that you can buy from Walmart or affiliated stores! You'll regret it in the morning when you wake up bald! Please seek professionals for this one!

First off I wouold suggest going to a salon, reason being when it comes to something like this duotoned hair, I think a pro is yourbest bet. She or he will be able to determine if you natural is too dark, and they may need to ble ac h underneath first so the blonde will set the right way.
I actually have thought about getting the very same thing done. My mother is a colorist and stylist so I try to listen and watch but some times it can be very frustrating to understand completley.
Bottom line I think it's great that you want to experiment with your hair, just do some research like yahoo search for hair coloring tips. When it comes to darkier natural hair colors there are certain things that may need to be done in order to make sure that your color of choice is going to set right especially blondes.

As a pro it soundl like fun, but put a few highlights on top for balance . Please a pro can do better because you can throw away clothes but not your hair unless you want a pixie and can look good in one

If you have light brown i would go with light blonde underneath. I use Loreal Feria
