My friend somehow got the idea into her head that she wants to bleach the tips of her hair, because she's just going to cut her hair anyway. She wants to know how she could do this.

Unless she goes to a salon that is just going to look so bad.
If she wants to experiment with her hair before getting it cut off, fair play, but maybe just try one of those kits where you get a mascara-type wand and brush it on.
Then, if it looks awful, she can go ahead and get her hair cut.
I know the type of look she is thinking of, and I really don't think she is going to get it with a home kit.

oh its fun u should hlp her out with it.. get a bleach kit.. buy a hair type paint brush ( just ask for help in a store) and paint the dye on evenly! maybe even wrap tin foil on it... it will be fun and look great!
